Background

In 2015, Homes England undertook a high-level strategic review to inform future masterplanning and detailed design proposals for the development of sites in South Bristol’s housing zone.

In March 2016, Bristol City Council undertook a feasibility study to explore how it can use its land assets to drive the delivery of high-quality housing, stimulate a market shift in the local economy and create a buoyant local housing market to meet local housing need. The study outcome highlighted a housing-led development as the priority for Hengrove Park and Hartcliffe Campus in South Bristol.

Requirements

As South Bristol is one of the most deprived areas of the city, Hengrove Park is one of the council’s key priority sites for regeneration to improve the economic and social infrastructure. The development will consist of a high-quality park, offices, retail, education floor space, transport infrastructure and other areas of public open space.

The project supports the demolition of existing buildings on site and regeneration of 49 hectares of land, which comprises: a residential development of up to 1,450 new homes; up to 4,515m2 of offices; up to 2,440m2 of retail; 19.3 hectares public park and 4.6 hectares of other open space; and up to 4,500m2 of education space for the expansion of City of Bristol College's South Bristol Skills Academy.

The council commissioned Perfect Circle’s multi-disciplinary team through Scape Group’s National Built Environment Consultancy Services (BECS) framework to secure outline planning consent, before creating and disposing of serviced plots to the market for a residential-led development.

Challenges

The project involved de-risking a major development site in South Bristol that was originally an abandoned airfield that was turned into open flat parkland by the local community. There was also challenges around overcoming limited infrastructure and general connectivity issues.

Outcomes

Perfect Circle’s role included: working collaboratively with officers from across the council and other external advisors to meaningfully engage the community; to undertake a heat networking feasibility study; provide cost consultancy services; produce design codes; achieve outline planning consent; and support the marketing and disposal of Hartcliffe Campus and Hengrove Park through the council’s property agents.

The project involved a comprehensive public consultation process, which was delivered by AB Consultancy, a local Bristol-based micro-business. As well as extensive dialogue with the planning department, which has been delivered by CSJ, a local Bristol-based SME.

The development of this area of South Bristol will greatly improve the economic and social infrastructure of one of the most deprived areas of Bristol. Between Hengrove Park and Hartcliffe Campus, the sites have the potential to deliver 2,000 homes, with 30% being affordable housing.
